I'm sure this question reveals a shocking gap in my knowledge, but could someone please explain to me what the Legion connection is to that Brave and Bold issue?

Ventura is the Gambler's Planet. It was seen a couple of times in the Adventure era, a few times in Paul Levitz's run, and again in the post-ZH reboot. It's the home of the Luck Lords.
